 Marketers already knew that the learning phase existed but Facebook was not transparent about it until a few years back.

 It’s a period when your ads have not yet stabilized. Facebook’s learning phase usually ends when you have generated 50 optimization events.

So, it is recommended to not make frequent changes to your campaigns.
